Título: An integrated organizational management approach to safety

Resumo: Analyses of industrial accidents have demonstrated that safe and reliable operation of complex industrial processes that use risky technology and/or hazard material depends not only on technical factors but on human and organizational factors as well. After the Chernobyl nuclear accident in 1986, the International Atomic Energy Agency, IAEA, established the safety culture concept and developed a safety culture enhancement approach that has been fostered to be applied by nuclear organizations worldwide. The Nuclear Engineering Institute, IEN, is a research and technological development unit of the Brazilian Nuclear Energy Commission, CNEN, where processes using nuclear technology and radioactive materials are performed. In 1999, IEN started a management change program based on the Model of Excellence of the National Quality Award aiming at achieving excellence performance. This change program is being implemented on an integrated basis with IEN’s safety culture enhancement practice, constituting a safety oriented integrated organizational management approach, named “Total Safety Management”. This work presents this approach and the results obtained on the first IEN’s safety culture assessment, as well as the continuing actions of the change program.
